With Diablo III being released, I've been playing it while doing other lively stuff such as work. I have returned to the server do some work. I have added a group between Guests and Members. This group is set up to allow people who join the server some Member permissions and begin playing on the server. These permissions are the basics for editing the around around them and some functions of some plugins. They can edit the area around them, while not being able to edit what is protected. They are also unable to empty buckets. So flooding with water or lava is impossible.
To be granted these limited permissions, a guest joins the server. Reads the server /rules, then /agree. They will then be granted Accepted status. Then, and only then, a server /staff member must promote them to full Membership. A server /staff member is also required to ask the new member a specific question. If they answer is not within required boundaries, the user is demoted to PermGuest. If the Accepted member read and is following the server /rules, there will be no problems. This question is related to the rules and is in no way complex to follow.
I planned this to be a feature that can be used when the server is inactive, which it has for a while since college has ended for the semester and summer has kicked in.

Other than just another random creative and survival server, we aim to do things differently than other servers dare: Allow and Do more than those pesky instructions say.
Join us on our server either by the game itself, or in Dynmap. We are running MineCraft 1.4.7 with Craftbukkit/Spigot and Spout. Spout Craft is Optional, But Preferred.
