The topic of setting up new worlds when 1.9 is being discussed on the Facebook. So far it looks like we are recreating the world Earth, moving the structures over from the old to the new, and some of the structures from the creative world as well. Once the new worlds are moved over, we are locking down the old worlds and allow them to be downloaded for other servers or single player use.
I am right now constructing a new server on my computer. I have gone through CraftBukkit and downloaded what plugins are still being maintained, removing some unused plugins, and adding some new ones. I have not ran the server as of yet, but I think implementing Spout would make things interesting. No the server will not require you to have spoutCraft installed on your client, but you would be missing out on the features, not only what the server will have, but what the client side adds as well.
A good example of what it would help is for slow computers. You have extra options to turn off details that you don't want. Clouds, fog, etc.

Other than just another random creative and survival server, we aim to do things differently than other servers dare: Allow and Do more than those pesky instructions say.
Join us on our server either by the game itself, or in Dynmap. We are running MineCraft 1.4.7 with Craftbukkit/Spigot and Spout. Spout Craft is Optional, But Preferred.
